QUALIFYING FOR THE STATE CHAMPIONSHIP

Each district is allocated a specific number of spots for each division.  Boy’s spots are allocated based on the number of participants in sub-district events.  Girl’s spots are based on the average scores posted in sub-district play statewide.  The highest finishers in each division at the District Championship win the spots allocated to the district.  Any ties for the last spot in each division will play off.  If a boy player from that district cannot play at state, the first alternate will take his place.  Starting on the Sunday before State, the vacancy will be filled from the host district (District five in 2008).  In the case of girls, any qualifier who cannot play at State will be replaced from a statewide alternate pool, and be selected by the Executive Director based on average score.

Members of the 2007 JAC,GJAC, and Hogan Cup teams who are still age eligible for WJGA in 2008, and boys and girls who qualify to play in the USGA Junior Amateur or Girls' Junior, will be exempt from qualifying to play in the 2008 State Championship.  If the player so exempted elects to play in their District Championship, the player then must qualify to earn a position in the State Championship.  To use this exemption, the player must play in at least one WJGA sub-district event during the 2008 WJGA season and the player must notify the Executive Director by July 11, 2008.

TIES IN STROKE PLAY - TOURNAMENT PROCEDURE

The method to be used for breaking ties at these events shall be stated in advance by Posting at the Scoreboard at the Tournament Site.

If a hole-by-hole playoff is not to be used, at the discretion of the Tournament Director, the following procedures will apply: chip off or matching of cards.

If matching of cards is used, the winner will be determined by the best score for the last 9 holes (the last 9 holes will be deemed to be holes 10-18 regardless of which nine was played first).  If the players have the same score for the last 9, the winner will be determined on the basis of the last 6 holes, last 3 holes, and finally the 18th hole.  If this procedure does not produce a winner, the decision will be made by the toss of a coin.  If the competition is 36 holes, the winner will be determined by the best score for the last 18 holes.

QUALIFYING FOR WJGA TEAMS

Boys and girls playing in the 14-15 or 16-17 divisions will be eligible to earn points.  To be eligible for teams or for the Player of the Year Award, the player must play in at least one WJGA sub-district event in 2008.

WJGA Teams will be selected as follows:

A.     Boys and Girls Junior America’s Cup
(4 players each)
These teams will be selected based on total points earned at the following TWO 36-hole events only:

1. USGA qualifiers (for girls, USGA spots determined by first 18 holes only.)  The USGA qualifier for girls at Manito G&CC will be a dual event.  The first 18 holes will be the USGA qualifier and simultaneously the first 18 of the WJGA portion of the event.  The second 18 played in the afternoon will be used strictly to calculate WJGA points for selecting the GJAC team. Points will be awarded on the 36 hole total of BOTH rounds played.

2. Junior World statewide qualifier – The top 10 boys and the top 10 girls from the 2007 points standings who are age eligible for Junior World in 2008, are eligible for exemption from having to qualify at the sub district level for the junior world state qualifier at Tumwater.  Exemptions are NOT automatic and must be requested by the WJGA member.  Requests for exempt status must be submitted to your District Director by June 11, 2008.  All requests are forwarded by the District Directors to the WJGA Executive Director at the state office for final approval.

It is the responsibility of the player to bring his/her exempt
status and requests for exemption to the attention of their director.

             B.   Hogan Cup Boys (4 players)
This team will be selected based on total points earned for
the entire season, including the State Championship.  Boys
playing on the JAC team will not be eligible to play in
                   the Hogan Cup.

C.  North Pacific Junior Ladies – May 2008   (6 players)
This team will be selected on total points earned for the entire 2007 season. In order to be eligible for selection, players must be a confirmed member of WJGA for the 2008 season.

            D.  Player of the Year Awards (boys and girls) will be selected on
                 play over the entire season
, including points earned at the
Boys and Girls Junior America’s Cup events.

Other important factors also considered: Sportsmanship, Behavior,
Attitude, and Physical condition (injury or illness)

Cup team positions will be filled by WJGA members who are permanent residents * of the WJGA area and who have not reached their 18th birthday by the last day of the specific competition.

*  Permanent residents are those who live in the WJGA territory during the summer season and are either US Citizens or non-citizens who have permanent resident status.

A WJGA member (boy or girl) who is actually 12 or 13 as of June 1, 2008 may request permission to play in the 14-15 division, if their level of experience and skill justifies doing so.  Such a request must be submitted through your district director who will forward a recommendation to the WJGA office.  The Executive Director will make the final decision on such requests.  If the request is approved, the player will compete in the 14-15 division for the entire 2008 season, and the decision to do so cannot be withdrawn during the 2008 season.  Such players will be eligible to earn points as they will be competing in the 14-15 division.  No points will be awarded in the 8-11 or 12-13 divisions.

Points will be awarded as follows:

  1)  In WJGA sub-district events, a player earns points for his or her best two
finishes of all sub-district tournaments played.

  2)  Points will be awarded to eligible players based on the schedules shown,
and include WJGA events and other selected events.

  3)  For purposes of determining points at all local points events, all players who
are not eligible to earn points will not be considered to be part of the field.

  4)  All team members will be determined by points totals.  To be placed on a
team the player must not have reached his/her 18th birthday by the last day
      of the specific competition.

Point tournaments require a special entry form and have an entry deadline.  Accumulated points will be posted at the State Championship.  If there is a tie for a position on a team when the final points are determined at the end of the State Championship, the tie will be broken in the following sequence:

  1)  Lowest 54 hole score at the State Championship.

  2)  If still tied, use the last 18 hole score.

  3)  If still tied, use the next to the last 18 hole score.

  4)  If still tied, use the first 18 hole score.

  5)  If still tied, use the USGA Rules Book, Appendix 1.  “How to Decide Ties in
       Stroke Play.”

  6)  If still tied, a toss of the coin shall be used.

If there are ties for points determining JAC or GJAC team members based on points for the USGA qualifier and the Tumwater Valley Junior World qualifier, the tie will be broken first on points earned at Tumwater Valley, then the last 18 there, then the last 9, etc.
